Institutional Tissue Buying Guide: How to Source Jumbo Rolls, Hand Towels, Napkins & Private Label Programs
For distributors, wholesalers, hospitality, jan-san, institutional buyers, retailers and tissue converters.
How Institutional Tissue Buyers Can Build a Better Sourcing Program
Institutional tissue is rarely bought as a single product. Distributors, wholesalers, hospitality groups, jan-san suppliers and facility buyers usually need a set of formats — jumbo roll toilet paper, hand towel paper, paper napkins and hotel rolls — that must work with specific dispensers, storage conditions and budgets. A good AFH tissue program starts with a written requirement, not with a price list.
XTO Group Inc. coordinates international tissue sourcing and trade execution. XTO is not a manufacturer, carrier, bank or lender and does not hold inventory. Its role is to translate a buyer's requirement into a clear specification, review it with qualified suppliers, and coordinate packaging, documentation, logistics and payment structure once terms are confirmed.
This guide explains the formats, specifications and commercial questions that help buyers request comparable quotations for wholesale toilet paper, commercial tissue paper and private label tissue.
Jumbo Roll Toilet Tissue
Jumbo roll toilet paper is designed for high-traffic washrooms in airports, offices, schools, stadiums and industrial facilities. Large rolls reduce refill frequency, but only when the roll fits the dispenser in use.
When requesting a quote, buyers should state the roll diameter, core size, roll length or sheet count, ply and GSM, and how many rolls are packed per case. Mini jumbo and standard jumbo formats are not interchangeable, so the dispenser model or its internal dimensions are useful information.
Center-Pull Tissue
Center-pull rolls feed from the inside of the roll and are common in foodservice, healthcare and facility settings where controlled, one-sheet dispensing helps reduce waste. They can be used as hand towels or as multipurpose wipes depending on the specification.
Key comparison points include sheet size, sheet or pull count, roll height, diameter, ply and whether the roll is perforated. Buyers should confirm the dispenser type, because center-pull rolls are sized for specific housings.
Interfold Hand Towels
Interfold hand towels (including V-fold, Z-fold and N-fold styles) dispense one towel at a time from a stacked pack. They are widely used in offices, clinics, schools and restaurants.
Buyers should specify the fold type, unfolded and folded sheet size, sheets per pack, packs per case and ply. Folded size matters most for dispenser fit; unfolded size and GSM influence absorbency and user perception.
Paper Napkins
Paper napkins wholesale programs serve restaurants, catering, hospitality and retail. Common variables are unfolded size, folded size, fold style, ply, GSM, embossing, color and whether the napkin is printed.
For foodservice buyers, the pack count and case configuration often drive storage and delivery planning as much as the napkin itself. Custom printing or branded napkins should be treated as a separate specification to be confirmed with the supplier.
Hotel and Hospitality Tissue Formats
Hotels and hospitality groups typically combine guest-room toilet tissue, hotel rolls, facial tissue, napkins and back-of-house hand towels. Guest-facing products usually call for softer, higher-ply specifications and individually wrapped rolls, while back-of-house formats prioritize dispensing efficiency.
Combining these formats into one requirement helps buyers compare suppliers consistently and plan mixed shipments where commercially appropriate.
Ply and GSM: Why Both Matter
Ply is the number of layers in a sheet; GSM (grams per square meter) describes the basis weight of each layer or of the finished sheet, depending on how the supplier reports it. Two products with the same ply can feel and perform very differently if their GSM is different.
Buyers should ask suppliers to state GSM per ply and total GSM, and to specify whether the fiber is virgin pulp, recycled or a blend. Without both ply and GSM, quotations are difficult to compare.
Roll Length, Diameter and Core
Roll length (meters) or sheet count defines how much product the buyer receives. Diameter and core size define whether the roll fits the dispenser and how it is palletized. A roll with a larger diameter but lower density may contain less paper than a smaller, tighter roll.
A useful requirement lists length or sheet count, diameter, core inner diameter and, when relevant, roll width. These are buyer-checklist concepts: final values are always confirmed by the supplier for the specific product.
Private Label Tissue Programs
Private label toilet paper and private label tissue allow distributors and retailers to sell under their own brand. A private label program involves more than a logo: it covers wrapper or carton artwork, pack counts, barcodes, destination labeling and, in some markets, language or regulatory text.
XTO can review private label requirements with qualified suppliers, including material, embossing, pack size, printed wrappers, retail-ready multipacks and pallet configuration. Availability of each option depends on the supplier, and artwork approval and samples are arranged when the supplier offers them.
Retail Packs vs Institutional Packaging
Retail tissue is packed for shelf display — 2, 4, 8 or more rolls in printed wrappers, often with consumer-facing claims and barcodes. Institutional packaging prioritizes case efficiency, protection in storage and easy dispensing, usually in plain or lightly printed cases.
Buyers should state which channel the product serves, because the same base paper can be quoted very differently depending on packaging, case count and pallet pattern.
Planning a 40HQ Tissue Program
Tissue is a high-volume, relatively light product, so container planning is based on cubic volume more than weight. A 40HQ tissue program should consider case dimensions, cases per pallet or floor-loaded quantity, and whether several products will share one container.
For recurring bulk sanitary paper programs, buyers should indicate expected frequency (monthly, quarterly or by project) so suppliers can review scheduling. Loading quantities are always confirmed by the supplier for the final packaging.
Supplier Qualification
Before committing to a tissue sourcing program, buyers should understand who is producing the product and on what terms. XTO's coordination process includes manufacturer and company verification, specification matching, official corporate contact, review of certifications when the supplier provides them, packaging and label confirmation, and loading and logistics confirmation.
These checks depend on documents provided and supplier cooperation. They are not a claim of XTO-owned audits or XTO product certification.
Logistics and Destination Requirements
Destination country, port and Incoterm (for example FOB or CIF) change both the price structure and the documents required. Some markets require specific labeling, import registrations or product declarations.
Buyers should state the destination port, preferred Incoterm and any known import requirements early. XTO coordinates documentation and logistics with the parties involved; freight is performed by carriers and forwarders, not by XTO.
How Buyers Should Compare Tissue Quotations
Tissue quotations are only comparable when they describe the same product on the same terms. A lower unit price may reflect fewer meters per roll, lower GSM, a different Incoterm or a smaller case.
Compare quotations on a normalized basis — for example cost per meter, per sheet or per case delivered to the same destination — and confirm payment terms, lead time and validity. Commercial pricing is provided upon request and is subject to volume, packaging, logistics, destination and supplier confirmation.
Buyer Checklist Before Requesting a Quote
A complete brief shortens response time and makes supplier answers comparable. Prepare the following before requesting a quote:
- Product type and application (jumbo roll, center-pull, interfold, napkins, hotel roll, retail tissue)
- Size in cm or inches, ply and GSM
- Roll length or sheet count, diameter and core
- Pack count, case configuration and pallet requirements
- Estimated quantity or number of 40HQ containers and frequency
- Destination country, port and preferred Incoterm
- Private label yes/no, artwork status and labeling language
- Target timing and any required documents or certifications
